What Trump’s movie tariff proposal actually said
A threat to tax overseas-made films raised questions about how a movie tariff would work.
In September 2025, President Donald Trump again proposed a 100% tariff on movies made outside the United States. Reuters reported the announcement on September 29.
A proposal is not the same thing as a working policy. An announcement alone does not explain which productions would count, how a charge would be calculated, or when it would start.
Movies also cross borders in several ways. A film can have American financing, actors from different countries and filming locations around the world. That makes the phrase “made outside the United States” less simple than it sounds.
The useful questions are: what is the written rule, who would pay, and what evidence shows that it has taken effect? This is an explainer of the 2025 announcement, not a claim about the policy’s current legal status.
